- Criminality and Violence in South America: The Challenges for Peace and UNASUR’s Response (International Perpectives)

Resumo: This article aims to present the main challenges related to violence andcrime in South America and to analyze how the Union of South American Nations (UNASUR) has responded. A content analysis of theofficial documents and minutes of three UNASUR councils is presented.The councils examined are the Defense Council, the World DrugProblem Council, and the Council on Citizen Security, Justice andCoordinated Action against Transnational Organized Crime. Notwithstanding its innovative bureaucratic structure, this research sug-gests that the structures of UNASUR have not kept pace with the growth of violence and crime.

- Política militar del Gobierno de Rousseff: reflexiones sobre la actuación de las Fuerzas Armadas en las UPP y la MINUSTAH

Resumo: Este artículo busca responder cómo las operaciones de garantía del orden encajan en la política militar del Gobierno de Dilma Rousseff y cómo tales misiones se relacionan con la implantación de las Unidades de Policía Pacificadora (UPP), actual atributo de la seguridad pública del gobierno carioca y, por extensión, el brasilero. ¿Las misiones de las Fuerzas Armadas brasileras refuerzan o están en conflicto con la política exterior del país? Para analizar el tema, este texto se divide en tres partes. En la primera se realiza una revisión de la legislación sobre las Fuerzas Armadas brasileras, así como la política militar que tiene vigencia en este país, planteando las bases teóricas para la comprensión del tema de estudio. Posteriormente se analiza qué son y cómo surgieron las UPP en la ciudad de Río de Janeiro; y finalmente se examinan algunos aspectos de la participación de las Fuerzas Armadas brasileras en la Misión de las Naciones Unidas para la Estabilización de Haití (MINUSTAH).

- Decentralisation and local governance in Mozambique: the challenges of promoting bottom-up dynamics from the top-down

Resumo: Since the conclusion of the peace accords in 1992, Mozambique has undergone several changes in the field of governance and institution- building. One key aspect of such reforms, strongly promoted by donors in peace-building contexts, has been the agenda of decentralisation and local governance, which has entailed political devolution in selected municipalities, and deconcentration and the creation of local councils in the rural districts. This article examines this agenda and its implementation focusing on two domains. First, it discusses the different interests that have shaped the political decisions taken on this agenda at the national level. Second, it examines the case of the local councils in the district of Angoche, critically debating the extent to which they epitomise the increase of local representativeness and, thus, whether or not they enhance bottom-up dynamics of governance. I argue that the limited effectiveness of such reforms in Mozambique reflect the inherent contradiction between the strong top-down dynamics that shape this process and the bottom-up effects that it aims to promote.

- Índices de Geração de Segurança Humana: Uma Aplicação ao Caso Peruano

Resumo: O presente artigo se propõe a analisar a evolução metodológica da Segurança Humana e as potenciais técnicas para mensurá-la, rompendo assim com as principais críticas feitas pelas escolas mais tradicionais dos Estudos de Segurança Internacional. Assim sendo, objetiva-se questionar o quão superficial é a lógica de tal subcampo e se ela é, de fato, inaplicável. Para isso, o trabalho está estruturado da seguinte maneira: num primeiro momento, contextualizamos a criação do campo da Segurança Humana. As propostas de métodos de mensuração existentes são apresentadas no ponto seguinte. Numa terceira seção, é realizada uma análise das variáveis levantadas pela teoria da Segurança Humana, demonstrado quais delas são, de fato, operacionalizáveis e epistemologicamente aceitáveis, e um novo modelo de mensuração é proposto. Em seguida, nossa proposta é submetida a teste em um caso de análise, a ver, as reações do Estado peruano aos embates contra do grupo “Sendero Luminoso” nos processos de paz recentes. Por fim as conclusões da pesquisa são apresentadas.
